Things you will need:
1. elastic
2.tulle (2 - 3 colors, or as many as you want! :) )

Directions

1.measure the elastic around your waist.
2.when you measure it make the elastic a little smaller otherwise it will not fit on your waist
3.sew from one end of the elastic to another but remember the second step
4. cut your tulle in your choice of size but make sure that your tulle is 4 inch wide and make many tulle strips
5. tie the strips of your tulle to the elastic one by one. cover the whole elastic by tying the tulle
6. your tutu is ready to wear!
